A child killer kidnaps a 13-year-old boy and locks him in a soundproof basement. Soon the boy begins to receive a disconnected phone call from the killer's previous victim.
In the not-too-distant future, inmates are given the opportunity to take part in medical experiments in exchange for a reduced sentence. The plot centers on a pair of inmates who are being tested on a drug that controls their emotions and forces them to face their past.
The year of elections in Gotham City. Potential candidates for mayor are killed one by one by a mysterious figure who leaves a riddle with each of them, addressed to the Batman. It then becomes Batman's mission to find out who this villain is.
